 Over 5 Million Nigerian Power Consumers Still Lack Meters, NERC Report Finds

The Nigerian Electricity Regulatory Commission’s (NERC) Q3 2025 industry report highlights a persistent infrastructure gap, with 5.36 million electricity customers still unmetered. While the total number of registered customers has reached 12.03 million, only 55.37% (6.662 million) currently have functional meters, leaving nearly half the population subject to estimated billing.

The quarter saw a modest 0.73% increase in installations compared to Q2, with 228,614 new meters deployed. Performance varied significantly across the 12 Distribution Companies (DisCos):

  • Top Performers: Ibadan (23.38%), Aba (20.81%), and Abuja (19.06%) led in new installations.

  • Significant Declines: Nine DisCos saw a drop in activity, most notably Port Harcourt (-62.35%) and Jos (-61.68%).

  • Notable Growth: Aba DisCo saw a surge of over 173% in its installation rate.
